MISSION STATEMENT

The MPC reviews all zoning and subdivision applications, provides design guidance, and shapes public policy related to growth and development. The MPC is committed to proactive, community-based planning founded on public participation, and to the building of a livable, sustainable communities. Our Mission Statement is:

… to provide comprehensive planning and development services to the public and to implement the goals and objectives of the Master Plan to ensure sustainable growth, economic opportunity and quality of life for all residents of the City or Shreveport and Caddo Parish.

MPC services are provided through the following organizational divisions: Administrative, Land Development, Community Planning, and Zoning Enforcement.

HISTORY AND OVERVIEW

The Shreveport-Caddo Metropolitan Planning Commission, also known as the MPC, is the official planning agency for the City of Shreveport and the immediate environs of Caddo Parish—a jurisdictional boundary known as the Planning Limits. 

Established in 1954 by Act 34 of the Louisiana Legislature, it is responsible for comprehensive planning and administration of zoning and land subdivision regulations, and processes several different types of land-use applications including rezoning, site plans, variances, special use permits, and planned unit developments—as well as a host of other development-related applications such as sign permits, certificates of occupancy, home-based business license, food truck and trailer permits, and short-term rentals.

 Funding for the Shreveport-Caddo Metropolitan Planning Commission's activities comes primarily from city and parish appropriations.

PURPOSE

The legislated role of the MPC is to administer policies, programs and regulations that guide the development within its jurisdictional boundary as follows:

  • Develop and update the Comprehensive Plan and its elements
  • Reviews and approve site plans
  • Administer zoning and subdivision regulations and approvals
  • Prepare staff reports in order to advise the Planning Commission,  Zoning Board of Appeals, Shreveport City Council, and the Caddo Parish Commission on land-use decisions affecting the built environment
  • Review proposed code text amendments to both the Shreveport Unified Development Code, as well as the Caddo Parish Unified Development Code
